Time is getting tight for parents hoping to see changes made to the Harford County Public Schools elementary draft redistricting plan. This week, the district plans to release its second update to the plan to shift students to balance enrollment and fill the new Red Pump Elementary School for the coming school year. And there is only one public hearing left (Jan. 31 at Havre de Grace High School) before the STAC is scheduled to present its plan to the Board of Education at a Feb. 7 meeting where no public comment is to be heard. One final public hearing will follow on Feb. 14 before the board is scheduled to adopt the plan on Feb. 28. Each redistricting plan update changes how some students are affected. After the Jan. 14 update, groups of parents in the Spenceola community and the Fountain Green Heights community mobilized to react to the most recent changes with plans of their own. Spenceola families are fighting a change that would switch about 60 of their neighborhood children from Forest Hill Elementary School to Forest Lakes Elementary School. A group of Fountain Green Heights parents assembled a 9-page alternate plan complete with maps and graphs to illustrate their argument against redistricting 22 students from Fountain Green Elementary School to Prospect Mill Elementary School. Parents from Youth’s Benefit Elementary School, who are unhappy with the school district’s plan original plan to move some students to Jarrettsville Elementary, have presented the district with an alternate plan that would instead move a smaller number of students to Abingdon Elementary. The district has not made any changes as of yet to its plans for redistricting some Youth’s Benefit students.

The school district stresses that the redistricting plan is still a work in progress and STAC will continue to review parent suggestions, which it posts on a matrix that can be found at http://www.hcps.org/publicinformation/redistricting/SUBMITTED_PROPOSAL_REVIEW_MATRIX.pdf.
